Planning & Zoning Department The Baldwin County Planning & Zoning Department was established in 1996 to oversee the County’s growth management activities. This includes administration of the County's land development regulations and management and implementation of various environmental, community development and economic development policies and programs. In addition, the department provides staff support for the Baldwin County Planning and Zoning Commission and the various Boards of Adjustment in the zoned areas as well as the Baldwin County Environmental Advisory Board.
