The Twenty-eighth Judicial Circuit of the State of Alabama comprises the geographic limits of Baldwin County, Alabama, and is composed of five Circuit Court Judges, two District Court Judges, one Circuit Clerk and one District Attorney.
The Circuit Courts *
Alabama's trial courts of general jurisdiction are the Circuit Courts. This court hears all civil matters where the amount in controversy exceeds $10,000, all criminal prosecutions involving felony offenses and family court matters. The Circuit Court has concurrent jurisdiction with the District Court and in all civil matters where the amount in controversy exceeds $3,000 but does not exceed $10,000, exclusive of interest and costs. Additionally, the Circuit Courts exercise appellate jurisdiction over cases appealed from the District Courts, Probate Court, Baldwin County's Municipal Courts and certain administrative and municipal Boards.

The District Courts *
Alabama's District Courts, generally, have original jurisdiction over criminal misdemeanors, hold preliminary hearings in felony prosecutions, and can receive guilty pleas in felony cases not punishable by death. The two District Judges exercise concurrent jurisdiction with the Circuit Courts in juvenile matters and in civil actions where the amount in controversy does not exceed $10,000; furthermore, the District Judges have exclusive jurisdiction over all civil actions where the amount in controversy, exclusive of interest and costs, does not exceed $3,000, which are considered "small claims cases."

The Circuit Clerk **
The Circuit Clerk serves as the chief administrative and fiscal officer for the court system, of the Twenty-eighth Judicial Circuit, at the District Court & Circuit Court level. This elected position was established by the Constitution of Alabama 1901 and is styled as a state officer elected for a six-year term. While the duties of the Circuit Clerk are broad, such responsibilities are enumerated in the general laws of Alabama, codified as the Code of Alabama 1975, and another instrument codified as the Alabama Rules of Court.
Magistrate duties require that Circuit Clerks be available to law enforcement for the issuance of warrants and for the filing of court documents.
Fiscal responsibilities include the management of all court monies requiring such position to serve as the fiduciary manager for the court ordered investment accounts.
Administrative responsibilities include personnel management, court planning, purchasing and inventory control. The Circuit Clerk issues writs and all summonses including jury summonses and witness subpoenas. The Circuit Clerk is responsible for jury management and serves as custodian of all court records, and is responsible for providing access to those court records by court personnel, the legal community and the public.
The Circuit Clerk is also an election official be serving on the Appointing Board and Canvassing Board and, further, serves as Absentee Election Manager. The Circuit Clerk's office in Baldwin County also serves as Passport Acceptance Agents. The Circuit Clerk's office also prepares appeal transcripts, conducts judicial sales, pre-qualifies and monitors bonding companies and approves Appeal Bonds. In addition, the office is also charged with managing & monitoring the SJIS information at the local level.

Presiding Judge James H. Reid was born on December 15, 1944, in Greenville, Alabama (Butler County). Presiding Judge Reid and his wife, Beverly, have two children: Brian & Carmen and one grandchild: Savannah.
Judge Reid is a 1971 graduate of the University of South Alabama and a 1974 graduate of the University of Alabama Law School. He practiced law in Fairhope from 1974 until 1988 and served as Municipal Judge of the Town of Loxley and City of Fairhope and as City Attorney for the City of Fairhope. Judge Reid is a former President of the Baldwin County Bar Association. Judge Reid served on the Third Citizen's Conference on the Alabama State Courts and serves on the Legislative Drafting Committee of the Alabama Association of Circuit Judges. He is a graduate of the Economics Institute for State Judges and the General Jurisdiction Course of the National Judicial College of the University of Nevada.
Judge Reid is a member of the Fairhope Rotary, American Legion, Greeno Masonic Lodge in Fairhope and Jubilee Shores United Methodist Church.
Presiding Judge Reid has served as a jurist since January, 1989.

Judge Charles C. Partin was born on January 9, 1946, in Montgomery, Alabama (Montgomery County) and is married to Lucia Ford Partin and they have two daughters.
Judge Partin is a 1964 graduate of Montgomery Catholic High School (Montgomery, Alabama). He earned a B.A. Degree (1968) and J.D. Degree (1971), respectively, from the University of Alabama. Judge Partin served as a law clerk to former Alabama Supreme Court Justice Dan T. McCall, Jr.. He practiced law in Baldwin County from 1972-1985. At the time of his appointment to the bench, he was a member of the Stone, Partin, Granade and Crosby law firm.
He served as Presiding Circuit Judge in the 28th Judicial Circuit from 1991-1993 and from 1995-1998. Judge Partin was District Chairman for the Boy Scouts of America, served as Past President of Bay Minette Kiwanis Club, Past President of the Baldwin County Bar Association, past member of the North Baldwin Health Care Foundation, Past Chairman of the North Baldwin Chapter of the American Red Cross, Past Chairman of the Baldwin County Retired Senior Volunteer Program Advisory Council and current member, Past Chairman of the Bay Minette Medical Clinic Board, and with the Administrative Office of Courts of the State of Alabama serves as Chairman of the Court Technology Committee, member of the Forms Committee, member of the Task Force on Judicial Election and member of the Alabama Supreme Court Standing Committee on Judicial Canons & Ethics, and member of the Alabama Supreme Court Standing Committee on Alabama Rules of Civil Procedure.
He is a member of St. Agatha's Catholic Church in Bay Minette and a Republican. Judge Partin has served as a Circuit Judge since 1985.

Judge Robert Wilters is a native of Baldwin County, Alabama, being raised in Bay Minette. He is a graduate of the University of Alabama and Cumberland School of Law of Samford University.
Judge Wilters was a Special Agent for the Federal Bureau of Investigation (FBI) before returning to Baldwin County in 1986, where he worked as an Assistant District Attorney and was Chief Assistant District Attorney for six years.
Judge Wilters was a District Judge for six years before being elected Circuit Judge in 1998. He was reelected to his current position in 2004.
He and his wife have two children. Judge Wilters is a member of the Gulf Shores United Methodist Church where he and his family are very active. Judge Wilters is a member of the Republican Party.

Judge J. Langford Floyd, a native of Dothan, Alabama, moved to Baldwin County in 1984, after completing law school. He practiced law for approximately twelve years before becoming a District Judge in 1997 and became a Circuit Judge in 2001. He is married to the former Deborah G. Floyd of Fairhope and they have two daughters: Amanda & Allison.
Judge Floyd is a graduate of Troy State University (now Troy University) where he earned a B.S. Degree in Accounting (1978) and Cumberland School of Law of Samford University where he earned a J.D. Degree (1984).
Judge Floyd is a Lieutenant Colonel in the U. S. Army Reserve, Judge Advocate General Corps, a member of the Troy University Alumni Association Board, member of the Alabama Bar Association, the Baldwin County Bar Association, and the Alabama Circuit Judge's Association. He serves on the Military Law Committee and the Disciplinary Rules & Enforcement Committee of the Alabama Bar and the Resolution Committee of the Judge's Association.
Judge Floyd is a former Municipal Judge for the City of Fairhope, Alabama, former City Prosecutor for the City of Daphne, Alabama, and a former Assistant District Attorney. He is also a former Board Member of the Boys & Girls Clubs of South Alabama, former Board Member of the Greater Mobile Area YMCA Executive Board and Past President of the Eastern Shore Sertoma Club.
A member of First Baptist Church of Fairhope, Judge Floyd serves as a Deacon and Sunday School teacher for high school students. Judge Floyd has served as a jurist since 1997. He is a member of the Republican Party.

Judge Carmen E. Bosch was elected District Judge in 2002 and has served as the Family Court Judge for Baldwin County since taking Office in January, 2003. Judge Bosch hears divorce cases, juvenile court cases, domestic violence cases and oversees the activities of the Child Support Referee's Court and the Juvenile Conference Committees.
Raised in South Baldwin County, Judge Bosch is married to Scott Chin.
Judge Bosch is a graduate of the University of South Alabama where she earned a B.S. Degree (1988) and the University of Alabama School of Law where she earned a J.D. Degree (1992).
A former Assistant District Attorney, for the 28th Judicial Circuit, from 1993-2002, Judge Bosch is a member of the Kiwanis Club of Fairhope, member of the Foley Rotary Club, active volunteer for the Junior Miss Program of Baldwin County, Chairman of the Baldwin County Children's Policy Council and Governor Bob Riley's appointee to the Statewide Advisory Group which oversees and administers grant monies given the State of Alabama through the Office of Juvenile Justice and Delinquency Prevention.
A Republican and a member of St. James Episcopal Church of Fairhope, Judge Bosch has served as a jurist since 2003.

Judge Michelle M. Hart was appointed by Governor Bob Riley to the District Court on August 29, 2006, where she hears family court cases such as divorces, custody matters, juvenile cases and domestic violence, as well as district court cases involving civil, traffic and criminal issues.
Judge Hart graduated from Mobile College (now the University of Mobile) with a Bachelor of Science in Business in 1992 and received her Juris Doctor from Tulane Law School in New Orleans, Louisiana in 1995. Prior to her appointment to the bench, she was a partner in the law firm of Pearson, Cummins & Hart, where she practiced primarily family law.
Judge Hart is a lifelong Republican and an active member of Spanish Fort Methodist Church where she has served as finance chairman, vice chairman of church council, chairman of church council, member of the finance committee, covenant group leader, Mexico mission team leader and youth leader for many years. Judge Hart has also served on the board of directors for the Volunteer Lawyers Program of the Mobile Bar for many years, the Board of the Lighthouse Shelter for Battered Woman and Children, the Baldwin County School Board Drug Testing Task Force, as a volunteer tutor of inner city children in New Orleans and as a volunteer tutor with the Eastern Shore Literacy Council for over eight years. Currently Judge Hart serves on the Alabama State Bar Public Relations Committee, the Alabama State Bar Subcommittee for Spanish Outreach, the Legislative Committee for the Alabama District Judge’s Association, the Board of Directors of Children of the World International Adoption and Relief Agency, as well as serving on the personnel committee, church health committee and Christian yoga director and instructor of Spanish Fort United Methodist Church. She serves annually as the mock court judge for Fairhope High School's Law and Society class.
Judge Hart has one son, Jonathan, who will attend Asbury Theological Seminary in the fall of 2007 after graduating from the University of Mobile with a degree in music.

Circuit Clerk Jody Wise Campbell was born on April 23, 1963, in Bay Minette, Alabama. She is married to Mike Campbell and they have three sons: Bradley, Gary Patrick & Watson.
Circuit Clerk Campbell is a graduate of Livingston University (now University of West Alabama) where she earned a B.A. Degree (1985) and the University of Alabama School of Law where she earned a J.D. Degree (1988).
A former Assistant District Attorney, for the 28th Judicial Circuit, from 1998-2004, Circuit Clerk Campbell is a member of the Alabama Bar Association, member of the Baldwin County Bar Association, member of the Board of Directors for United Way, member of the Eastern Shore Republican Women's Group, Associate member of the South Baldwin Republican Women's Group, member of the North Baldwin Chamber of Commerce, Ambassador member of the South Baldwin Chamber of Commerce, member of the Circuit Clerks Association.
